la\u00a0<strong>reprise\u00a0par l\u2019\u00c9tat\u00a0de 35\u00a0milliards d\u2019euros<\/strong>\u00a0de dette de SNCF R\u00e9seau, en deux temps\u00a0:<\/p>\n<p>\u2013\u00a025\u00a0milliards d\u2019euros en 2020\u00a0;<\/p>\n<p>\u2013\u00a0et 10\u00a0milliards d\u2019euros en 2022.<\/p>\n<p>Comme cela avait \u00e9t\u00e9 expliqu\u00e9\u00a0par le\u00a0Rapporteur g\u00e9n\u00e9ral de la commission des finances,\u00a0Jo\u00ebl Giraud,\u00a0dans son rapport sur le Programme de stabilit\u00e9 pour les ann\u00e9es 2018 \u00e0 2022,\u00a0publi\u00e9 le 17\u00a0avril dernier, la reprise de dette de SNCF R\u00e9seau\u00a0devrait\u00a0modifier\u00a0la trajectoire des finances publiques,\u00a0<em>via<\/em>\u00a0une\u00a0augmentation\u00a0du\u00a0d\u00e9ficit et de la dette\u00a0publique.<\/p>\n<p>\u2013\u00a0<strong>en 2020<\/strong>, la reprise de dette \u00e0 hauteur de 25\u00a0milliards d\u2019euros\u00a0pourrait repr\u00e9senter\u00a0<strong>une\u00a0hausse\u00a0du d\u00e9ficit public d\u2019environ 1\u00a0point\u00a0de produit int\u00e9rieur brut (PIB)<\/strong>\u00a0;<\/p>\n<p><strong>\u2013\u00a0en 2022<\/strong>, la reprise de dette \u00e0 hauteur de 10\u00a0milliards d\u2019euros\u00a0pourrait repr\u00e9senter <strong>une\u00a0hausse\u00a0du d\u00e9ficit public d\u2019environ 0,4\u00a0point de PIB<\/strong>.<\/p>\n<p>Compte tenu de cette\u00a0reprise de dette de SNCF R\u00e9seau\u00a0en deux temps, la trajectoire de d\u00e9ficit public\u00a0pourrait \u00eatre\u00a0modifi\u00e9e\u00a0par d\u00e9grad\u00e9 \u00e0 la marge par les int\u00e9r\u00eats pay\u00e9s li\u00e9s \u00e0 la dette reprise,\u00a0int\u00e9r\u00eats\u00a0qui s\u2019\u00e9levaient \u00e0 1,2\u00a0milliard d\u2019euros en 2017.<\/p>\n<p>\u2013\u00a0S\u2019agissant de la dette publique,\u00a0<strong>l\u2019INSEE a d\u00e9j\u00e0 reclass\u00e9 une partie de la dette de SNCF R\u00e9seau en dette publique \u00e0 compter de 2014<\/strong>, au motif que le gestionnaire d\u2019infrastructure d\u00e9pendait structurellement de l\u2019\u00c9tat pour couvrir ses charges.\u00a0<strong>Fin 2013, le montant de dette reclass\u00e9e\u00a0en dette publique s\u2019\u00e9levait \u00e0 10,8\u00a0milliards d\u2019euros.<\/strong><\/p>\n<p><strong>En 2020<\/strong>, la reprise de dette \u00e0 hauteur de 25\u00a0milliards d\u2019euros\u00a0pourrait avoir\u00a0un impact d\u2019environ 14\u00a0milliards d\u2019euros (d\u00e9duction faite de la partie de dette d\u00e9j\u00e0 reclass\u00e9e), repr\u00e9sentant \u00a0<strong>une d\u00e9gradation d\u2019environ\u00a00,6\u00a0point de PIB.<\/strong><\/p>\n<p><strong>En 2022<\/strong>, la reprise de dette \u00e0 hauteur de 10\u00a0milliards d\u2019euros suppl\u00e9mentaires repr\u00e9senterait\u00a0<strong>une d\u00e9gradation de la dette publique d\u2019environ\u00a00,4\u00a0point de PIB.<\/strong><\/p>\n<p><strong>\u00c9volution du ratio de dette de stabilit\u00e9 2018.<\/em><\/p>\n<p>Compte tenu du caract\u00e8re favorable de la trajectoire des finances publiques pr\u00e9vue par le Gouvernement, la reprise d\u2019une partie de la dette de SNCF R\u00e9seau modifie\u00a0un peu\u00a0cette trajectoire. Le d\u00e9ficit public\u00a0sera\u00a0quasiment\u00a0r\u00e9sorb\u00e9 d\u2019ici 2022 et la dette publique continuera \u00e0 diminuer fortement d\u00e8s 2018. Toutefois, la reprise partielle de la dette de SNCF R\u00e9seau r\u00e9duit les marges de man\u0153uvre budg\u00e9taires pour le financement d\u2019autres politiques publiques.<\/p>\n<p>Enfin, la d\u00e9cision prise par le Gouvernement rend imp\u00e9rative\u00a0la ma\u00eetrise de la trajectoire financi\u00e8re de SNCF R\u00e9seau, sans endettement suppl\u00e9mentaire.
